En fecha 26 de junio de 2007, se suscribió entre la República de Bolivia y la Asociación de Desarrollo Internacional AIF (actuando como Administrador de la Alianza Global de Ayuda basada en Resultados) el Convenio de Donaciones TF números TF090206-IFC, TF090207-DFID, “Proyecto de Electricidad Descentralizada para Acceso Universal”, que serán financiados por la Corporación Financiera Internacional (TF 090206-IFC) y por el Departamento para Desarrollo Internacional (TF 090207-DFID).
- Manual de Operaciones del GPOBA
El Manual de Operaciones del Proyecto de Electrificación Descentralizada para Acceso Universal, establece: “El proyecto de Electrificación Descentralizada para Acceso Universal, financiado por una Donación del Global Partnership on Output Based Aid (GPOBA) utilizará los procedimientos descritos en el Manual de Operaciones del IDTR y en lo expresamente establecido en el Manual del GPOBA para que la Unidad de Coordinación del Proyecto pueda cumplir con los objetivos y estipulaciones del Convenio de Donación TF090206 – IFC, TF090207 – DFID. En dicho documento se establecen los procedimientos que se deben seguir para el proceso de Licitación Pública Internacional.
- Resolución Bi – Ministerial Nº 5/2007
Mediante nota VIPFE/ DGFE/ NEG/04817/2007 de fecha 6 de diciembre de 2007 el Viceministro de Inversión Pública y Financiamiento Externo, remitió la Resolución Bi-Ministerial Nº 05, relacionada con el Decreto Supremo 29308 “normas para la Gestión y Ejecución de Recursos Externos de Donación”. La Resolución Bi-Ministerial Nº 05 de fecha 20 de noviembre de 2007, en su artículo único resuelve: “Las donaciones que cofinancien Programas y Proyectos que cuenten con financiamiento proveniente de créditos, serán administradas bajo las normas y procedimientos establecidos en los Contratos de Crédito suscritos por la República de Bolivia aprobados por el Congresos Nacional.”
- Convenio de Crédito 3788-BO
En fecha 23 de Junio de 2003, la República de Bolivia, suscribió con la Asociación Internacional de Fomento (AIF), el Convenio de Crédito de Desarrollo AIF 3788-BO, por un monto de 15 millones de DEG (Derechos Especiales de Giro) para financiar el Proyecto de Infraestructura Descentralizada para la Transformación Rural (IDTR), con el objeto de ampliar y mejorar la provisión de servicios de infraestructura para promover el desarrollo rural.Mediante Ley N° 2481 de fecha 25 de junio de 2003, el Honorable Congreso Nacional aprobó el Convenio de Crédito acordado en fecha 23 de junio de 2003 entre la REPUBLICA DE BOLIVIA y la AIF.Mediante el Convenio Subsidiario, Préstamo AIF-3788-BO celebrado entre el gobierno de la REPUBLICA DE BOLIVIA representado por el Ministro de Hacienda, por una parte y por otra el Ministerio de Servicios y Obras Públicas (MSOP), el 27 de Noviembre de 2003, se transfieren al MSOP recursos del Convenio de Crédito y se establecen las condiciones que regirán la utilización de dichos recursos en la ejecución del Proyecto a través de la Unidad de Coordinación del Proyecto.En fecha 18 de diciembre de 2003, se hizo efectivo el Crédito por el cual el Banco Mundial otorga a la República de Bolivia, a través del Ministerio de Hacienda un Crédito por la suma de DEG 15.000.000.Mediante Resolución Ministerial Nº 292 de fecha 17 de noviembre de 2004, se encomendó la administración técnica, física y financiera de los recursos del Proyecto IDTR a la Unidad de Coordinación del Proyecto dependiente del Viceministerio de Electricidad y Energías Alternativas.Mediante.
Decreto Supremo No. 29221 de fecha 8 de agosto de 2007, el Viceministerio de Electricidad y Energías Alternativas pasó a depender del Ministerio de Hidrocarburos y Energía.

On June 26, 2007 the Agreement of Grants TF numbered TF090206-IFC, TF090207-DFID, "Decentralized Electricity for Universal Access Project" was executed between the Republic of Bolivia and the International Development Association, IDA (acting as the Administrator of GPOBA "Global Partnership Output-Based Aid"). The grants will be financed by the International Finance Corporation, IFC (TF 090206-IFC) and the Department for International Development DFID (TF 090207-DFID).
The GPOBA Operations Manual establishes that: "The Decentralized Electricity for Universal Access Project”, financed by a Grant from the Global Partnership Output-Based Aid, GPOBA, will follow the procedures described in the IDTR Operations Manual and, in particular, those expressly set forth in the GPOBA manual. The Project Coordination Unit shall follow said procedures in order to meet the objectives and stipulations provided under Grant Agreement TF090206 – IFC, TF090207 – DFID. The manual includes also the procedures to be adopted for the process of International Public Bidding.
- Bi–Ministerial Resolution No 5/2007
By means of note VIPFE/DGFE/NEG-04817/2007, dated December 6, 2007, the Vice Minister of Public Investment and External Financing forwarded Bi-Ministerial Resolution No 05 referred to Supreme Decree 29308 "Regulations for the Management and Performance of the Grant's External Resources". Bi-Ministerial Resolution No 05, dated November 20, 2007, in its sole article determines that: "Grants co-financing Programs and Projects that count on funds deriving from loans shall be administered with the regulations and procedures established under the Loan Contracts subscribed by the Republic Of Bolivia and approved by the National Congress".
On June 23, 2003, the Republic of Bolivia subscribed Loan Development Agreement AIF 3788-BO with the International Development Association, IDA for the amount of 15 million SDR (Special Drawing Rights) to finance the Decentralized Infrastructure for Rural Transformation Project (IDTR) aimed to widen and improve the provision of infrastructure services for promoting rural development. By virtue of Law No 2481, dated June 25, 2003, the Honorable National Congress approved the Loan Agreement settled on June 23, 2003 between the REPUBLIC OF BOLIVIA and AIF.
By means of the Subsidiary Agreement, Loan AIF-3788-BO executed among the government of REPUBLIC OF BOLIVIA, represented on one part by the Treasury Minister and on the other by the Ministry of Services and Public Works (MSOP), on November 27, 2003, resources from the Loan Agreement are transferred to the MSOP establishing the regulations for the use of said resources, through the Project Coordination Unit, during the Project’s performance. On date December 18, 2003, the Loan was effective whereby the World Bank offers the Republic Of Bolivia, through the Treasury Ministry, a Loan for the amount of SDR 15,000,000.By means of Ministerial Resolution No 292, dated November 17, 2004, the technical, physical and financial administration of the IDTR Project’s resources was entrusted to the Project Coordination Unit dependent on the Vice Ministry of Electricity and Alternative Energy.
By means of Supreme Decree No 29221, dated August 8, 2007, the Vice Ministry of Electricity and Alternative Energy started to depend on the Ministry of Hydrocarbons and Energy
